Grants fund defined cost categories: staff time, equipment, consumables, fieldwork, data access, dissemination and sometimes overheads at a fixed percentage. Costs outside the stated categories cannot be recovered, which makes budget construction part of the eligibility check.
Calls are published on annual or biannual work programmes with fixed closing times, often to the minute. Institutional research offices impose internal deadlines days to weeks earlier for sign-off.

Rarely. Most schemes require a host institution to act as the legal applicant and to administer the funds. A small number of foundations fund independent researchers, and those state it explicitly.
Indirect costs your institution charges for hosting the project, such as estates and administration, usually calculated as a fixed percentage of direct costs. Some funders pay them and some do not, which changes what your institution will agree to.
